As a total weeaboo, I can say that characters styled like Harls' up there are much easier to draw. The style's more representational and removes or simplifies details like noses; when humans see this, they're hard-wired to project features they find attractive on it, making it more appealing.
I mean, the example is complete cherry-picking, and it's foolish to assume that all western or eastern cartoons have the same artstyle and general quality, but it's easier to draw a cute face than it is to draw an ugly face.
