Probably depends on what version of the myth you read but Valhalla is outside Hel's domain. The worthy dead are escorted there by the Valkyrie, I don't remember who chooses if anyone.
It also seems to depend on belief. So if you don't believe you don't get to go. Though if I remember correctly Thor once made certain that Steve would go there when he died.
I remember vaguely an older anon storytimed a Thor story where Hel was forced not take souls of dead people and it was implied that in the main the 'pagan' gods all didn't take human souls anymore since they were basically no longer worshiped.

The general understanding of Thor's world in the Marvel universe is that "just because the Norse had legends about this, doesn't mean it's exactly what happens." Thor is presented as a being who inspired Norse mythology and religious beliefs, but his actual being does not line up 1:1 with the legends / religious beliefs because those were made through a limited understanding of him and were warped by many centuries of tradition.
Thor is effectively a god compared to a mortal man, but he's not really "divine" in the way a religious figure is. He's not omniscient, and he is limited by the physical world even though he is extremely powerful.
