Assuming that you are correct and there are multiple Jokers, what if they succeed each other? Which would explain why we don't see more than 1 at a time, and it could be a bit of an in-universe explanation for changing moods in DC.
The first Jokers could be more harmless pranksters, and their replacements get darker and edgier.
