To be fair, that laugh was more of a guilty, helpless one. He wasn't playing down their grievancee; he knew he fucked up. He was just was pissed that everyone didn't see the need for something like Ultron given that he's the only one that saw the other end of the wormhole.
The fact that Cap's response to the notion that they'll all lose against such odds by themselves was "then we'll lose together" probably did not sit well with him.
