Her betraying Falcone was pretty much the end of all that. When she came back to town it was sort of a last stand thing; she was out to be the head of the town and nothing was going to stop her.
That all went tits up and she ended up being thrown off a building by Penguin. She's in a tube at Indian Hill right now, so she's technically dead but can be revived. I hope they have the sense to leave her dead, though; there's a theory that all her solo shit was a result of her being Will Smith's wife. He has a ton of pull in Hollywood and always pushes his family into shit.

No, no, no. If you want Jerome to be the Joker then you don't understand the character at all. Jerome becoming a symbol was the best legacy for the character, but bringing him back would shit on everything.
The whole first season teased at least three different characters as the Joker: the comedian in episode 1, Jerome, and the kid who picks up the Red Hood mask. They did that tho specifically show that the Joker could come from anywhere or be anybody; he doesn't have a backstory, and giving him one ruins him. Season 2 ups the ante by pushing Jerome as the Joker, having him dress as the Joker at conventions, then immediately killing him and having him inspire tons of people.
The Joker doesn't exist until Batman exists.
