Batman has few villains who are interesting on a surface level, but you're more likely to read a comic where any one of his villains are treated better than Spidey's

I'd also add that Spideys villains have more compelling relationships with the protagonist. Norman, Ock, Lizard, Venom, all the great ones have some personal connection to both Parker's identities, which makes them not just villains that Spidey happens to fight a lot but literally HIS villains.
Batman has intriguing relationships with some of his, but most often they have no agenda other than crime and no relation outside the costume.
I'd probably say Spider-Man personally. Though to be honest the villains have always been the weakest part of any superhero story. There really aren't many good comic book villains at all.

Generally agreed? Possibly. Bats definitely has one of the better group of rogues but you'll find some people giving the top spot to Flash's, Spidey's, or Supes' rogues.
IMO Spidey's rogues are the weakest of this grouping, most of them never evolved out of their 1960's origins. The Joker wouldn't be way up on the list of best supervillains if he still acted like *his* 1960's self. Luthor hates Supes not because Supes caused him to lose his hair, he has a very reasonable dislike of an alien god lording over and stifling humanity's progress. Meanwhile, Spidey's roguesare stereotyped into the loser role that one of their best usages ever was the recent Superior Foes book that explored their loser-dom.

Pretty much any popular Rogues Gallery is four or five cool guys and a dozen pieces of shit that are kept around for padding or for a story where they might have a hand in something interesting.
Batman, Flash, Superman, Spidey. They all have a handful of good villains with hundreds of shit ones that get taken along for the ride.
