Yeah its more of a restart/soft reboot. The universe will remain the same for the most part but they are going back and revisiting elements of the old pre new 52 universe. Well that seems to be part of it anyway. Full details aren't known.

More than likely, yes. The whole run has been pretty great. While your mileage may vary on the writer Scott Snyder trying to leave his "mark" on the batman mythos, it's been pretty entertaining the whole way. Helped of course by gorgeous Greg Capullo art.
