Absence was one of the few characters that is able to pull multiple simultaneous fast ones over on Batman (it was Dickbats, but still.)
She used Batman's typical "revenge driven villain" trope against him, had multiple schemes going on that took Bats on a ruse cruise, and used all her supervillain posturing to carry out crimes that go completely under Batman's radar.
And you know what else? She won. She got exactly what she wanted and got away scott-free.

The creation of this character shows a really callous disregard for human biology, even by Batman standards, a world in which a guy survived his face being torn off, and then bolted it back on like a skin mask. How the heck does that hole even make sense? If she was just a person who survived as hot to the head, that would be one thing, that has happened, but how does one explain that perfectly round, huge empty hole through her skull, and the fact that she's still walking around after that?
