The Collide flash was the climax for pretty much every story arc in the comic, with all the years of buildup behind it and several unexplored elements (Fraymotifs, for one) suddenly coming up. As for the "Muse" part of the Muse of Hope... Frisk doesn't actually do much in Undertale. Mostly they just try to survive and make friends with monsters. For the most part, they don't directly change anything.
What Frisk really does is inspire people. The friendship sidequests inspire monsters to be better people by overcoming their issues, mostly by Frisk being there to witness their development. The ACT mechanics convince people to stop attacking, that they don't need to be violent. Even in the ending,Frisk's friendship inspires Flowey/Asriel to break the barrier and free the monsters, something they thought was impossible, using the power of every soul in the underground... except for Frisk's own. Frisk doesn't change anything directly, but they are the catalyst by which monsters can change themselves.
That's why Frisk is the Muse of Hope. They entered a place where there was no hope, and inspired the people to make an impossible dream into a reality.
