I know the Batgirl mantle isn't exactly the peak of discipline outside Cass, who technically was trained before acquiring it, but Max was really, really bad with taking orders and doing the sensible thing up until the last minute or Max or Bruce sternly told her to. So no, I don't think she would have been. While it was a bit of a backhand the Alfred role really does make more sense since she would mostly just hang and help around the Mansion and Batcave where she's safe. It would have also allowed Terry more freedom in his activities since he wouldn't have to assist Bruce as much. She'd also have someone to keep her off the fucking V.R. drugs, damn junkie.

Would it make sense for her to become Batgirl? Yeah, pretty similar to Babs in that she takes it upon herself to be Batgirl without Terry or Bruce's consent. She'd probably be a god awful Batgirl herself until Terry or Bruce decide they can't stop her might as well give her the tools to not fucking die.
