Correct on both accounts. Hell, even as early as season 6 Smithers has been full gay. He went behind Burns' back when he was supporting Sideshow Bob for mayor, due to his "lifestyle choices" conflicting with Bob's Republican campaign.
As far as his characterization goes, he's attracted to men generally, but is only truly into Burns.

I stopped caring about the Simpsons a long time ago, but this seems like a foolish move to me.
First off, its clearly trying to pander to and gain the appeal of the current SJW movement, which will only serve to hurt them in the long run (because the people that spew this scarcely disguised hatespeech don't watch these sorts of shows in the first place, unless its to criticize them).
Secondly, making Flanders outright gay just takes away from comedy potential. The thread already has posted a handful of the jokes made at the expense of the ambiguity of Flanders' sexual persuasion, though its probably the worst kept secret in Springfield anyways.
Lastly, now that hes officially 'out', someone, somewhere down the line, will make a gay joke at Flanders' expense on the show, and all that is going to do is provoke the hambeasts they sought to appeal by having him come out. Having him as definitively gay will only hurt the show in the long run.

That's part of the problem doing a show for this long. Part of humor comes from a certain amount of unexpectedness. After so long, you just can't do anything that won't be expected.

That was the original intention in, like, the first few seasons, that he was more of an extreme suck-up.
Then they got a bit more explicit with the sexual references and it was obvious he wanted to have sex with Burns, though it could still be viewed as sycophancy taken to the extreme.
But once they had him collecting dolls and going to all-male resorts and dancing to the Village People and shit the whole "he's just Burns-sexual, really!" ship had pretty much sailed.

I just watched this episode, and it pissed me off. First of all, he never really confessed, unless you count the "you care about me, don't you?" thing at the end. It wasn't clear Burns knew that "care about = want to fuck" to me.
Also Smithers getting a new boyfriend and moving on was a good thing, Burns is a huge fucking asshole to him, restoring the status quo like that was shit.
