I always thought the comic was a disaster. Like most of Millar's works, it's good premises but shitty execution. It also shows Millar's poor understanding of politics and history. It had a good Superman, but a stupid story, with most of the characters being cameos. Morrison's Mastermen did the concept much better, and within around 35 pages.
It basically had Stalin giving Superman the reigns to his empire, while the real Stalin would've been insecure about someone as powerful as Superman and seen him as a threat.

Something like that, I don't know if the original version was originally intended by Wein to be a Nazi-controlled Quality Comics universe, but Roy Thomas later revealed that all the Quality Comics characters on Earth-X actually came from Earth-2, which I wasn't thrilled with.

I don't think Morrison ever hinted at other Quality Comics characters, but if he or anyone else comes back to it, I think it'd be a good idea to make all the Quality Comics characters the Freedom Fighters while the Justice League and some other non-Quality characters are on the Nazi side.
Convergence had a Plastic Man and the Freedom Fighters series which was strange cause Freedom Fighters Plastic Man was supposedly dead during the intro of Earth-X back in the 70's. But it means that people can add Plastic Man to Earth-10's Freedom Fighters if they want.
