Without resources and citizens to rule over, a palace is just a house. You don't give your enemy the means to starve you while you hold sovereignty over large swathes of territory.

Everything we know about Chinese martial history indicates they were very much familiar with the concept of a palace not equating an empire and the need to stop an invasion before it gets anywhere near the capital.
