Hulk just starting out has a fast regen which would allow him to recover getting casually stepped on and flicked around. But surviving atomic breath would require an unholy rage level.

They're both considered heroes (at the end of the day, after all the bs) so neither one gets the hero bonus.
They're both so much stronger than human capabilities that neither one can be accurately stated to be stronger than the other without turning it into a hyper nerd argument.

How angry would Hulk have to be to break through Godzilla's scales? I don't know if Godzilla's durability can be properly measured but Hulk should have the potential to deal fatal damage even if he's not worldbreaker tier, even factoring in Godzilla's regen. A less angry Hulk might not hold up against Godzilla's sheer power though so there is the chance of him just dying too early to cause real damage.

Because the writing process must have been a mess. One of the writers, forgot which, mentioned that he didn't like hero Godzilla, and the director made the "he's the punishment we deserve" comment in interviews, but the finished film ended up being the opposite of those notions.
