I think his point was that even though they called themselves "cops" they were basically doing the job of detectives, by getting case files and tasked to solve crimes they were doing a detectives job. Normal beat cops just get tasked to an area and respond to calls in that area. Then again, Zootopia seems to be pretty loose with the term "cop" as Judy got tasked with parking enforcement and she was in the same department as the rest of the police force.
