I know! Everyone seems to hate the ventriloquist. none of the writers I've seen know how to handle him. He should at least be B tier, instead he's like D tier. (A tier being Joker, Two Face, Riddler, Penguin, B tier being Mr. Freeze, Poison Ivy, etc.) I don't get how the scarecrow is popular and this guy is not.

Yup. When Bane broke all the inmates at Arkham out in Knightfall, The Ventriloquist didn't have Scarface because he was locked up in Police storage as evidence somewhere. During the escape he pulled his sock off and started using it to speak for him, calling it Socko, but was always meant to be temporary. He raided a toy store looking for a new puppet but nothing stuck, so Socko came back and started acting more like Scarface so Ventriloquist would keep using him. In the end, he finds scarface but Socko tries to convince Ventriloquist to leave him so the two of them can be crime partners. Ventriloquist refuses and, but a gunfight between the two puppets ensues and Ventriloquist is assumedly killed in the crossfire.

The ventriloquist is great for that. It's all a fun goofy gimmick until Scarface beats Wesker until he cries. It's a subtle dance between being sure that he's just mentally unstable and needs help versus those impossible to explain moments when Scarface seemingly acts alone.
