Because Barbara is a shit character. They should just use the Dick Grayson method of having her play at being someone else in order to make the book somewhat enjoyable.

Make Batgirl the main Batman sidekick for a while and have a book dedicated to it like we had Batman and Robin for a long time, put a decent writer on it and you're more or less guaranteed some long-needed character development. Boom.

Babs as Batgirl cheapens the entire concept of Batman. She lacks the pathos, and the physicality, and more often than not the smarts required to operate at that level.

Batman woks because he trained for like 2 decades. Dick works because he was born on a high wire, Jason lacks a lot of that, so he died. Tim sucks, and even he had to go on a two year world training tour and impress Bruce with his detective skills. Spoiler is a team joke character that, again, died due to her inexperience. Cass is a martial arts savant. Damien was engineered from birth. Even the goddamn butler tends to have some high level trianing and secret agent stuff thrown into his history from time to time so that it's justified that he hangs.

But Babs? Babsgirl is the one that goes from Halloween costume to caped crusader AND they ask us to believe that she's not going to get her shit wrecked like Jason and Steph did. But because she was first she's iconic so whatevs.
