Yes to both but Mutans had more going for it, building upon the idea of outcasts and creating generations of mutan lore. With the Inhumans they seem to want to replace mutans in a sloppy way while still making them seem perfect. If anything they should use Inhumans as a metaphor for foreigners, an un-natural element invading earth and it's countries. Too bad everything goes swimmingly for the Inhumans and Blackbolts actions go un-addressed while Cyclops has become a mutant Hitler all of a sudden.

That is exactly how it is played, clearly you don't read the comics. They don't deal with racism or individual hate. The Inhumans books especially All new deal with their relations with other countries. The reason they aren't bent over with the racism bullshit is because it isn't trying to be like the X-men the Inhumans are the fill in source of powers. As for the BB thing that is just yet another time when bad things happen to mutants and no other Hero or agency can be bothered to help.

if it really did deal with relations with other contries realisticly, there would be a lot more friction to give over citizens from across the globe to a growing super human empire. That's the kind of fear the comic should be focusing on. for Christ sake, during the inverted heroes arc Medussa threatens the UN but nations still are OK with giving their people over to them, (minus the Korean guy who was a strait up villain).
Not only that, the Terrigan mist is an all too perfect way to get more inHumans. There should be some more grand unforeseen effects that would have to be adressed, like what if the mass exposure of the Terrigen Mist starts to teriform parts of the world making one liveable dangerous to regulars and killable to Mutants. Create a stronger sense of urgency to what's going on rather than "hey let's go and collect Inhumans in this country now, oh hey Black Bolt running a super cool club were even super villains can hang lol".

Is killing mutants no grand enough? Should it be wiping out the planet because they already have the sky spears causing trouble for everyone that isn't a mutant. We already know that thing have been going well for the Inhumans because of mind control and stunts like the one with Frenzy. Both comics are only two arcs in give a little time for shit to hit the fan. Hell Aus guy just discovered their secret weapon stockpile.
