Yes, and yes. Ant-man is a bit more humor focused, but it's really good, and I highly recommend checking out his FalCap run and Duggan's Uncanny Avengers (though be warned that Stegman's art is pretty shitty for the first couple issues of UA, but improves around issue 3).
Also, if you haven't read it already, go back and check out Spencer's Superior Foes of Spider-man. It's a /co/ favorite.

I don't think he forced Zemo to spare him as much as he didn't make sure Steve got back to Zemo (the plan was for Maria to get treatment and for Steve to go back to Zemo) in a way he spared Steve whatever Zemo had in mind for him afterwards (also Red Skull doesn't get along with Helmut that much).
Helmut likes to toy around with Cap before getting down to business, it's why he didn't start his whole plan to overtake Pleasant Hill until Steve arrived, it's also why Steve always tends to beat him because Zemo never really goes straight for the kill (like Brock was trying to do in this comic).
He also has a very particular honor code, like how when he kidnapped Bucky he did it because he wanted Bucky to really work for the title of Captain America (in Zemo's eyes Bucky hadn't earned it yet) and I guess him sending Steve with Maria was so Steve could see that she was properly being taken care of.
He is also not above playing nice with Steve to get what he wants, like when he used the power of the moonstones to restore photos and documents that meant a great deal to Steve (like the only photo he had of his mother) that Zemo had destroyed when he and the Masters of Evil attacked Avengers Mansion. He also gave Cap a key that would allow him to escape from the Negative zone prison.
Of course the whole thing was a ploy to get Steve and other key players on his side so he would have every advantage available to him when he made a run at immortality just to prove that he’s better than everyone else.
