I think the show would be great if they treated it less like a procedural and more like an adventure show. Maybe a big overarching plot that runs through several smaller cases sometimes featuring nick and/or judy.

Of all the movies made by Disney, Zootopia is the only one that actually makes sense as a TV show. There are 12 or so districts. A crazy amount of animals. It's a huge, huge, huge world. All you have to do is make it like a police show with some interpersonal relationships between solving cases and such with an overarching theme. Really, Disney hasn't done a "real" sequel since Rescuers Down Under. Every sequel they've done after that has been a low-budget DTV affair.
Comparatively speaking though, Disney has done good TV shows of their movies, especially in the 90s, and also in recent times. Tron Uprising was very well received, although sadly it didn't last long, probably in part because of how niche the Tron franchise is (Disney scrapped Tron 3).

My favorite Disney TV sequel was Aladdin. It really did expand on Agrabah. There are a lot of criminals, villains, and merchants inside Agrabah, which made all the adventures exciting. Even the angry shopkeeper from the movie was really funny to watch in the cartoon series.
The Tarzan cartoon was also very good, and it had pretty impressive visuals for an after school cartoon. There was also Hercules and the Little Mermaid series, but those were prequels, showing Hades and Ursula alive.
Zootopia has a lot of room for adventure like Agrabah does. The ending of Zootopia is Nick and Judy getting a street racer case, there are so many other crimes going on in Zootopia to crack.
