Whoever the man in red is, he has the power to bring people back from the dead, it would have to be somebody pretty powerful. Judas Traveller was a reality-warper on a massive scale prior to the mutant retcon.
There's also the fact that he's bringing back Peter Parker's loved ones and recruiting his villains, meaning he specifically wants to mess with Peter Parker.
Judas Traveller's thing was making Peter Parker go through different challenges in order to study him and the nature of heroism. Maybe he wants to see how Peter reacts to his loved ones all coming back, to see how much their loss had affected him. I can't think of any other reason why a villain would bring back Peter Parker's loved ones.
