You severely underestimate military martial arts, ninjitsu doesn't really = magic like it does in Naruto
Matt said in their last fight on the ship he'd been going easy on Frank in their earlier fights, then kicks the shit out of him in seconds.
Also protip: most soldiers, even elites, only have very basic hand-to-hand training and most of it is based on either disarming the enemy or keeping them at bay so you can draw your sidearm or bring your rifle to bear. The ones who are good at it outside of the very basic or highly specialized elements of military martial arts went out of their way to learn it. It isn't standard to be a close quarters unarmed fiend.

Fisk is way stronger than he looks in the show. He's a decent fighter but most of it is inhuman retard strength, he tanked Matt the first time they fought and Matt used technique and speed to fuck him up in their rematch. Even then Fisk still nearly beat him with pure fury.

Unarmed combat has never been the forte of Ninjitsu. They got their reputation for deadliness by being real good at sneaking up on and stabbing motherfuckers.
Similar to traditional Kung Fu in that regard. /asp/ love to shit on anything Chinese but with both that and Ninjitsu unarmed stuff was meant to be semi-holistic. It's the weapons training that was pragmatic. Sure, an MMA champion would beat a Shaolin monk in a controlled environment fight with a padded floor (major factor people forget about, trying to pull guard on solid concrete will get you winded at best and your spine fractured at worst) more often than not but put a bo staff in their hands and let them go hell bent for leather in the woods and you'll find the tables turning pretty damn quickly.
More importantly, what kind of spec ops dude doesn't carry a knife for close-quarter Fairbairn-Sykes shenangigans?
