Netflix FRank is still early days. He can fight pretty evenly with Matt though, so he'd probably do well against Widow and Hawkeye. All flour of them are pretty well matched, Frank just makes up for his lack of technique and finesse with PREPTIME and bersekrer rages.

Assuming MCU versions (OP pic), no Franktime and just a standard armament, I'd vote Hawkeye can take him at a distance but lose in hand to hand, with Widow the reverse.

Hawkeye takes on higher level threats on a regular basis. Punisher takes out low level mooks who don't see him coming.
Only way Frank wins this is if Hawkeye doesn't know he's a target.

If it were against Hawkeye he would win. Gun beats bow in terms of distance. He tried to shoot Osborn in the face with a Skrull super sniper rifle from a mile away. Hawkeye wouldn't have much of a chance from even a franktion of that distance.
Widow would be on the same page if it were a long shot. Hand to hand I'm not so sure. She's one of the few "heroes" in Marvel that will kill at the drop of a hat like Frank.
Over all if the Punisher has you in his sights to die, odds are you're going to die. He doesn't care about a punch out or some grand battle, he just wants you dead. If that means blowing up your car or sniping you from 3 blocks away that's how he will do it and that's why he's one of the most dangerous people in Marvel. With or without super powers.
