It only is if they work both ways, and Netflix is super inconsistent.
MCU will most likely never acknowledge Netflix, and Netflix still hasn't even shown the Avenger's Tower.
They talk about Avengers existing, and some of the film events, but it almost feels like a different universe.

The movies and TV are in the same universe for sure, but it's a one way street. The TV shows reference the movies constantly, but we're unlikely to see the movies ever reference the shows. Nevertheless, the movies have never done anything to contradict the shows, so it's safe to say they coexist in the same continuity.
