I think Evan's major concern is his anxiety, one reason he was aprehensive about being Cap is the fact that the contract for the role was going to be years long and that he was going to hate it, especially since he has had bad experiences doing movies and he didn’t want to be stuck on that.
Well the Cap movies are well received and he has said himself that he has fun doing them now especially that he's with the Russos, and he likes his coworkers too, so yeah he even said that he was willing to consider reprising the Cap role beyond his contract if Marvel asked.
That said I believe he would be willing to do a cameo (like the one he did on Thor 2) or do one episode of DD, he doesn't seem like a guy who would be picky about doing something for a show and he's not as expensive as RDJ so yeah.
I guess it would be a matter of him being available for filming when that episode happens and if Netflix is willing to pay him what his agent stipulates that he should be payed for his time.

Captain Falcon, maybe. We don't know who's gonna take up the Shield when Cap inevitably leaves the role, but there's an equally good chance it'll be Bucky.
Whor is pretty unlikely, unless they change who ends up becoming her. I highly doubt they'd make Natalie Portman's Jane the lead role. I also don't think she'd be interested, she's really phoning it in for the Thor movies.
