Yeah, We are Robin was a damn good teen book - it was refreshing to see some caped heroes be incompetent with consequences, and it was the most street a street level book had been in forever.
There were initially purposes and differences to the characters, but they've been eroded away into TMNT chacterizarion because it's easier. When Tim had the duality of his life away from Bruce and his life as Robin, that made him different and interesting. So they nuked all that, and he becomes nothing more than the brainy Robin.
so when Duke is shown to be kinda savvy and investigative, he ends up stepping on Tim's toes because it's the only distinguishing thing about them. Other than, yeah, duke is black and smart.
