The sanctions didn't do anything because only the United States ever bothered. It was literally the equivalent of pissing angrily into the wind. It removed a direct trading partner for zero effect except to decrease the overall GDP of the country which, guess what, went almost exclusively on the people of the country instead of those in charge.

It didn't force a regime change which is literally why it was done in the first place. Its antiquated and a relic of the cold war. If anything thawing the ties allows dissidents to escape the country easier. Yes, there are political prisoners still there but for fuck's sake it wasn't doing anything before.

Saudi Arabia on the other hand has several times been the bank rollers of terrorism for decades now including Osama Bin Laden. This on top of their systematic theocratic rule that oppresses women and freedom of speech. They just have a lot more money.

In theory sanctions should cause a loss for the rich people in the targeted society so that they will eventually negotiate to end the sanctions and thus end the harm to their pocketbooks. By engaging in trade with Cuba we simply enrich the elite, who now have more money to expand their reach over the island and prevent revolution. It also means the elite will now be in power for perpetuity unless they do something like Muammar Gaddhafi and try to institute the "Latin American Union" with a gold-backed currency like Gaddhafi tried to do with the African Union.

All of Gaddhafi's stockpiled gold has gone missing since the war in Libya began.

The result of opening up trade with Cuba doesn't change anything for them. The only thing this does is reset USA relations to 1950 when they were America's beach resort on the Caribbean.

On the flip side the USA and Europe are going under largely because the older generation is wealthy but only thinks in terms of what is happening while they are alive and hold the attitude that what happens after they are dead is irrelevant.

There are no "good guys" as far as allies go in the middle east. But you need someone to work with so you have some semblance of presence in the region.
