I was actually thinking about this today.
I imagined have an XCOM-esque screen as you hover above the earth as Superman, listening in on everything. Then when threats happen, you have to choose who to save and who to ignore.
The gameplay itself would be very boss battle heavy, with big spaces where you can fly around in.
Maybe also a Mass Effect kind of dialogue system for the Clark Kent parts. I think it could work.

Probably a 3rd person hack and slash Justice League game where you play as different Leaguers after different points.

The Superman parts could have you play the parts where Supes can cut loose, fight an invading robo army, stop them from getting to the city.

All the super speed, citizen saving stuff can be cinematic, and or happening while you play Batman or GL doing something else.

Either start out with young T-Shirt Supes where he's more like his original incarnation. Pretty strong, pretty fast but still not iconic. Have the game split up into acts with him being more powerful.

Have controls similar to ZOE for flight and speed bursts. Secondary powers work like the subwewapons in that game or the tools in Zelda so you can use them in quick conjunction.

Have it so that health is tied to the city and civiliains like the Superman Returns game

Depending on how good you are, people respond to you differently like in Infamous

Make Metropolis really unique and fun to fly through like Gravity Rush

Have subquests tied to his job as a reporter. Covering a fluff piece event or getting evidence on a criminal or something.

Have other heroes cameo in varying roles.

he's still living on the farm back in Smallville, his powers are just starting to develop into their current forms. however in order to reach that stage you must level them up through fighting the various threats that are presently attacking.

better idea, the tutorial can occur in smallville, the game itself will be in Metropolis, but your powers are still developing.

lex can be a mid tier boss. the real boss fight should be against some massive monstrosity of a monster (either lex or darksied as a source). the kind that superman used to fight in the sixties and seventies.

Also the longer you fuck around the more villains will appear to kill you and the more powerful they will be.
Parasyte and Metallo will leave you powerless, Lobo and Bizarro will fight you on equal power and you won't know how to fight back, Lex will build an empire too powerful under your nose, giant toys by the Toyman will be causing havoc, etc.

Also there would be a mission involving Mr. Mxy that will be completely insane and unlike the rest of the game.

I think this bit is key. Having a playable character that's basically unstoppable to most of the enemies you face would require challenges to come in alternative forms. Giving the player awesome powers and then showing that they still can't do everything/save everyone would be powerful.

I was thinking about it and what you should do is make a fighting game. The hardest power to render in a game is Superman's invulnerability, but in fighting games characters can get knocked out rather than killed so its not as bad.

It can totally be achieved.
>Xenoverse style control scheme (at heart Supes is going to control like a dbz character).

Have a dual health bar (one tied to your health and the other tied to the city) but ensure that you're not aggravating yourself over your "health" the entire game.

I love that sort of thing. Helps show how fucked up everywhere is. Halo Reach's first trailer is another example of that I thought was pretty cool with a lot of radio chatter and people responding to the invasion

so developers come up with 2 really bad idea strip Superman of some of his core powers, is there an actual Superman game where the player can move faster than a speeding bullet?

or place the fail conditions on Non playable factors like protect person X or get to X in X amount of time.

You have to accept there's a glass ceiling in terms of what you can render in regards to destruction, both in the sense of graphically and the sense that Superman, regardless of being under player control, is not going to rip a skyscraper out of the ground, and also in regards to rendering speed, so there's a limit to how fast Superman can move when flying or sprinting long distances.

Beyond that, for short distances, you can use his ability to move faster-than-light for his version of a "dodge with invincibility frames" or kind of a flash step to follow up in attack combos.

He's not the kind of guy that really utilizes judo or aikido, the same way Batman would free flow. He's a boxer, and a brawler, and his ability to fight should reflect that. Quick jabs and hooks to rack up damage, and heavy straights to send an enemy flying. While he does have the ability to dodge, he should also be able to block(not a soft/hard counter ability), and pick enemies/objects up and throw them.

Heat vision and super/freeze breath could also be used as either precision attacks or kind of an emergency/crowd clearing maneuver(e.g. a technique wherein Superman flies backwards a few feet to dodge an attack while also shooting lasers, or Superman freezing/blowing a horde of enemies away).

I'd like to also incorporate Superflare as kind of a desperation/limit break kind of move. Not in the conventional portrayal of depowering him, but just something the player can use in a pinch to give him some breathing room. Maybe even kind of a temporary enhanced state rather than a solar nuke.

Beyond that, it's just crafting a plot/setting where Superman can find enough things to fight on his level. Little street-level like a bank robbery or whatever is fine for maybe a tutorial or a little side quest, but the real meat of the game should pit Superman against things that could possibly inconvenience him if deployed en masse.

Open world, the whole world is destructible. You have missions where you battle against different foes (sorta like Arkham) and are graded based on collateral damage, civs saved and time completed.
Only 1 or 2 really powerful foes, rest are street level or Flash/Batman level foes who give psychological choices.

the game isnt only about beating the bad guys

you have to save people. every human that dies or is seriously injured hurts supermans moral. its like a life bar but instead of dieing when it gets to low you get a game over screen of super man crying and eating ice cream in his fortress of solitude

to mix it up matrix super speed is needed but is only given in specific moments during gameplay its not like a activate ability

and the whole time you have to beat up some villain or at least get a few hits in or they fuck everything up or prevent you from saving people by beating you up

like the reboot of superman a lot gets fucked up but superman saves that guy who fell out of the helicopter mid fight

since he is almost unkillable its about the best answer to the problem . you have to save people not avoid dieing

Open world. You can fly anywhere, shoot eyebeams on a short cooldown, super speed for limited bursts, that kind of thing, but with an upgrade tree. The whole thing takes place in the space of eight hours one night, even though the best you could play through on a speedrun is about fourteen if you wanted 100% completion.

Combat is a series of frustratingly linear interactions based on pawn facing and animation interactions with the gaps covered by comic-bookish hit marker particle effects, and a combo system that provides a sense of achievement and skill even though just mashing the buttons and aiming slightly is all that's required to get the best results possible. Finisher moves include neck snapping, spine twisting, and cervical fracturing, with multiple animations for each. There are four low-tier enemy models part altered by accessory meshes for a total of sixteen possible combos with reskins providing a total of sixty four possible enemies that have the exact same profile, moves, and ability. One of them is a heavy with a club and a shield.

Lois appears but only as part of a trap scenario that you'll spend most of the game trying to solve by brute-forcing your way through skillless dungeon after skillless dungeon before the multiple fighter jet event level that they put in because it sounded cool and because the boss fights are kind of a let down. She doesn't wear a lot but what she does wear accentuates curves that a middle-aged senior journalist on a national newspaper shouldn't have, and her own playable levels are simplistic puzzles that rely on resolving perils Superman is clearly only letting her endure so she feels valued.

At the end it turns out that it was Lex all along, even though he threw literally every other villain at you throughout the course of the night and they all failed to do anything but level you up. Then you snap his neck.

7 years of DLC/sequels provide additional revenues to the company while adding nothing to the game.

Huge open world in which you explore the galaxy. Similar gameplay to Zone of the Enders but on major scale. You begin slightly depowered and little by little you gain more power until you fight with Darkseid in planet shattering combat.
