Allie seemed to have a stronger sense of identity along with her personality, so that clearly won through her mutation's tendency towards unwillingness. That and Aaron needed her to play a pivotal role in the plot that required her being more human.
It's not like reptile mutants can't feel emotion, they are still part human. Instead, it seems that "Cold-blooded" is taken into literal context, same as Holly loving cheese so much. Real mice universally choose peanut butter over cheese.

It's pretty clear that the virus/weapon made in the war is the dittos.
Dittos could bind with your central nervous system to take control of your body, combining with their own properties of shape changing and assumed reproduction, this take-over turns you into the horrible monsters that people become.
But what if your central nervous system was in "low power" mode when the infection took hold? What if you were asleep and the dittos, through some quirk of programming, can't influence the sleeping system, instead simply binding with it in a semi-dormant state?
You still have a sense of self while asleep, you still have the ID, EGO, SUPEREGO of your subconcious mind, these properties may well influence what your body transforms into.
Considering the fact that we KNOW minds under the influence of drugs changes the end result of the transformation it's obvious that the outcome of the transformation comes from the mind of the person infected, not the infection.
It seems clear to me that either dittos ARE the transformative virus/weapon or they themselves are a transformed version of it.

Early on I decided no melee weapon skills so it only applies to range weapons which don't get a bonus from Agility. So rage weapons should be 1d100+skill+aim at the most. Melee is 1d100+Agility+aim
There is some like you describe though. Agility grants bonuses to throw weapons and archery and archery also has a skill.
I do miss melee skills. Anyone doing an analysis of the system could tell I love that stuff. Still, the RPG has had afew melee characters and it has worked out pretty well.

Thinking further on that, my thought that if you wanted a melee character you'd spend it on strength and speed showing that your character has dedicated himself to the fighting art just like real life. The RPG has had afew melee characters it has worked out pretty well not because of special perks but by their basic abilities and roleplay.
Range is a thing. There's actually alot of ways range combat is handled in systems. Alot favored skill margins and other just had it as really long melee combat, if by another Stat. I figured that the average Endtownies would be a civilians thrown into combat and would just pray the spray comes out the right end over parabolic curves. So the average is no skill, so let's give it 50/50 chance. Let's give them the benefit of 60/40 to make things better. As of now weapon proficiency gives you +10, which makes it 70/30, 80/20, and so one.
So that's why you roll 40 or better for guns.
