He's a "bully" as defined by PBS. ie, misunderstood and a little bit stupid so kids can relate with bullies in a real world setting rather than just assuming they are monsters for no reason.
Naturally this is not a good representation of bullies because sometimes people actually are just cunts for fun, to make themselves feel powerful or even for no reason.

Yes, he was a bully, but the more he hung out with Arthur the more he chilled out. Even the other bullies he hung out with became more chill after a while.
