They weren't. It was considered in the hot button issue but like all of their ideals on prejudice it was wrong. Judy faced just as much prejudice from her herbivore peers as much as Predators. In a city that was claimed to be 90% of Prey animals the elected mayor was a lion.
Every animal had there preconceived notions of what the other animals were as people based on their species which were based mostly on real world animal stereotypes, therefore they didn't represent any human prejudice issue, and therefore addressed it all by showing it in different forms.

This seems like the most reasonable explanation. Bigger animals naturally command a lot of respect, however that doesn't mean small animals never do (there's Judy, sure, but look at Mr. Big for the most obvious example).
Prey could potentially fuck over the predators pretty badly since they outnumber them by such a wide margin, however they never had a reason to until the night howler incident. The original dystopian version of the story kind of highlighted how if you built up a societal structure in which all these animals had to live, predators would quickly lose most of their natural advantages over prey and could themselves end up being an oppressed minority. Prey breed at a considerably faster rate than predators, while predators breed far less often and are considerably more likely to have birth complications in the wild.

So when they make Zootopia 2 or a spinoff series, what other cute couples do you want them to add?
They weren't underclass exactly but were a minority and had to deal with prejudice from the Prey majority.
But I'm sure there's a lot of prejudice even between the prey species, like how the bigger herbivores looked down on bunnies.
What I liked about Zootopia is that it wasn't an exact translation of human rights issues, it's not something so simple as "prey animals are white people, predators are black people" - which was basically what Blacksad did in that one story (though it was literally black animals verses white animals).
The prejudice issues relate to our own, but they are not an exact reflection of it and something that just exists in the nature of the Zootopia world.

Yeah I like that about him too. Earlier in the movie they make it look like he's lazy and that's the reason he dumps so much of his duties on Bellwether, but later you find out that the real reason is that his time is being preoccupied by the night howler problem.
When Judy says "you only cared about saving your career," we realize what a naive thing that was for her to say when we see how she handles the press. She really didn't understand the implications of going public with the information, and as such she probably misjudged Lionheart's motivations for doing what he did, even if legally speaking it was pretty bad.
At any rate Lionheart seems to be kept in a much lower security facility than Bellwether, because the nature of his crime was a lot less severe, particularly considering the circumstances. With a good lawyer he'll probably be out in a year or less, and the people he's sharing cells with are probably other petty and non-dangerous offenders.
Bellwether on the other hand is doing hard time in an orange jumpsuit for bioterrorism. To survive she's gonna end up having to make someone her bitch.

Nick was devastated with the conference, he gave out his story to Judy in confidence, he broke his cardinal rule of not letting people that they get to him, and he did it to help Judy. Judy being so callous felt like a knife to his back if at least it appears that Judy doesn't care about him.

They shouldn't have two parallel universes running. That would cause brand confusion and for Disney, brand is everything. If they did the darker Zootopia as a one-shot graphic novel though, I think Disney would be fine with it. The whole narrative just wasn't thought out very well. The consistencies are so laughably absurd it always brings a smile to my face when I try to think through it. They clearly wanted the movie to have a very positive message, but it can be interpreted as supporting very negative ones.
The sheep as one small group trying to start a distracting species war between predators and prey in order to grab power could be interpreted as rather anti-semitic.
