Their whole gimmick (or rather stereotype, which is what matters in a fight like this) is that if they can't beat a problem, they power up until they can. Flash gets faster, Hulk gets stronger.
Flash could outmaneuver him of course, but then what? You just know some bullshit would happen like Hulk creating a mega shockwave or his muscle mass increases so much it dilates time around him or some shit like that. Flash would speedforce some shit to tank hits from Hulk like absorbing the kinetic energy and converting it into more speed or whatever the fuck.
It's basically unstoppable force vs immovable object, and the winner would rest solely with whoever was being power wanked that day
