So at the end of every chapter you see hints of a bunch of psychics being boarded somewhere and it turned out those psychics were used to summon Not-C'thulu with their psychic powers.
You thought Dr Manhattan was the only person with superpowers? Well sure but these were super low level psychics, that's why they had to be all added together, to make an accumulative effect. Maybe Dr Manhattan was a psychic too. I don't know!

Being constructed of psychics is what killed half of NY. When veidt teleported it into the city it's brain died and sent out a psychic shockwave. In the comic it had nothing to do with Dr. Manhattan.
