Imagine America (or whatever nation you live) as it is now with one exception. In the past few years individuals with super powers. Just about every year a city is destroyed in a major battle. You have no idea when a super soldier is going to throw a rogue robot into your house. Would you want these people to be free to do whatever they want? Or would you want them to be regulated in some way?

If the MCU is an example to take into consideration, then having villains out there like Ultron (destroying a city, creating mass versions of himself) or Loki (literally opened up a black hole above NYC to allow aliens to invade) then I as a common folk want heroes out there who are capable to stop them.
In what reality do you actually think cops, soldiers, or any current man-made weapon could affect Ultron, Thanos, Annhilator, even DOOM.
