Carnage always supplies an immediate risk
If you can get Carnage to work for/with you, you can delay supers by dropping him in a nearby populated area. Everyone knows that Carange is going to kill a whole bunch of people right-the-fuck-now while other villains aren't as blood thirsty
He's also the origin-story of the world's greatest hero, Carnage-man
And he's a simple character for simple stories

Carnage, unlike most villains, actually has the traits of real killers. He's Bundy as fuck, plus a few others mixed in.
Despite being a guy in alien pajamas he's actually one of the more realistic characters in Marvel. Everyone else acts like a caricature.

No. Him being More-Venom-Than-Venom was his whole point. He's Marvel's Shadow the Hedgehog.
Carnage's first story arc was great and served a great purpose. But the character was introduced in the 90s, so of course he was wildly popular so they brought him back over and over past the point of him making any sense.
Then the whole Separation Anxiety thing happened.

Carnage is a truly bonded symbiote/host combo
He's the peak of symbiote capabilities, being nearly immortal in the face of simple things like trauma, exposure to space, being ripped in half, and now an increased resistance to sonics (maybe the symbiote's not only improving Cletus' capabilities, but taking some from him too. Neither are fireproof to my knowledge, but Cletus wasn't as susceptible to sonics as the symbiote itself.

He puts everyone through horrifying situations and brings out the worst in people in several ways so you can see Spidey and the gang struggle that much more to not sink to his level.
Even misguided, mentally ill people like Eddie Brock are able to put their differences with Spider-Man aside to work together against such an asshole.
