Some 80-s or 90-s show, pretty much the only thing I clearly remember is a scene where bad guys punish a failed mole (he was supposed to betray the good guys or something) by putting some thing that looked like a token on his forehead and bringing him near a spherical container with a green lizard with 6 or 8 eyes inside which than passed through the token into poor guys head.

Definitely sounds like Jackie Chan Adventures. I remember an episode where the bad guys use one of the talisman (I think sheep) on one of their own.
I remember this weird thing my dad watched once when I was a kid. It had kind of a tetchy, seedy MTV quality to the animation , and all I really recall is that this guy loses his head somehow and they stick a foot still wearing a shoe on his neck and he survives, then shows up mute at someone's door presumably trying to get his head back.
