I kinda liked it. I would have liked it more if he wasn't set up to fail to usher in the return of BruceBats, and I would have liked more interaction with the rest of the Bat family other than Robin War. But overall, I enjoyed the stories.

It's a good story, but it's a good story specifically because it shows why he's not a good Batman (he's basically a tool for the 1%).
The law inhibits the concept of Batman, not just in what he's legally capable of doing, but on the other end, all the politics and corruption above him.

It doesn't work, that is if you are going on the 75 year characterization of the esteemed Commissioner James Gordon and not the cash-grab-New-52-desperation-retread of a story that occurred less than a decade ago.
I like it a lot, I wish it could go on longer so more could be explored.
