Yeah. He is somewhat. The suit, the city being as it was, and the theme being by Elfman pretty much showed that they were at least inspired by 89' Batman a bit. They obviously didn't have the effects or budget then, so they couldn't go wild. Still he was a lot sunnier and jocular and his friends were too. Some of the scenarios were pretty fun too.

Seems legit.
I felt at the time that one of the reasons ratings were so poor was that they spent the first 9 episodes fighting some interchangeable gangsters, and only brought out their first costumed supervillain at episode 9 with Ghost in the Machine. By that time the initial ratings from the pilot had begun to drop off as Barry went through one forgettable mundane criminal after another.
(And while I thought the Ghost was great, he's hardly iconic. They should have come out of the gate running and had some major Flash villains show up to begin with instead of putting all that filler up front.)
