Pretending that Aang failed at defeating/killing the Fire Lord, Ba Sing Se would've given them a much larger foothold to create a resistance against the Fire Nation, given that most of the members of the White Lotus we saw were from the Earth Kingdom it was probably easier for them to meet up over there than on some remote Fire Nation town and, quite frankly, they wouldn't have had the manpower to take the Capitol during Sozin's Comet's arrival. Even if Ba Sing Se was controlled by the FN, it was filled with benders literally everywhere you went, the Capitol would've been.
I probably put more thought into this than Bryke did though.

Of course Ursa cared about and loved Azula. That's not to say Ursa wasn't a shitty parent, it's just that there are a lot of mitigating factors.
I'd say a lot of it was that Azula was always stronger than Zuko; she could hold her own, while Zuko was a little bitch. He needed more of Ursa's support and protection to survive Ozai's bullshit. By the time Ursa realized that she had basically thrown her daughter to the wolves, it was too late. Ursa wanted to contain the outbreak but Ozai had already driven the monkey to the airport.
I'm guessing that's where Ursa's current attitude is coming from. She's projecting all of her guilt for abandoning Azula onto Kiyi, desperate to not lose another daughter to madness.
Ironically, that desperation is probably going to drive Kiyi right into Azula's arms.
