Black Wally wasn't their idea.
They literally said in their debut when they took over the title that DC forced them to shove Wally into their story. It's the same reason he disappears for like 5 issues at a time -- he was an unwanted, unplanned for addition to their shitty book.
Black Wally is DC editorial's brainchild and he's what we get forever. That's what DC wants Wally West to be -- a token black sidekick.
