Do something you want to do, and actually care about it.
Have a plan of what you want to do, while not being too afraid to deviate from that plan to do other things that you still want to do. Make it a labor of love rather than just a labor. Being successful is an afterthought, first and foremost you want to make something you can enjoy, or at the most something you'd like other people to enjoy.
If you take the time and effort to make something good out of something you care about, then others may come to appreciate it as well.
Don't just jump into something assuming it'll be popular. Even ONE had other works before One Punch Man, and even now he doesn't just drop everything else he wants to do just because OPM is more popular. Experiment until you get something that you think really works and stick with it. If you think what you're doing is shit, then just try to get better as you move on, whether in art or in writing.
It also helps if you don't do something just because other people are doing it. Try to have your own thing and make it work. It's when you have your own thing that people look at it as something that's unique or impressive.

Almost impossible to happen in America. Just write a good novel with 1 panel illustrations each chapter that dont try to look like anime and it is at least not REALLY BAD. Also, the more detail in the background and character the better despite the shitty art. The little things are greatly appreciated.
Keep doing it until you reach a following and eventually fans will do the illustration for you for free.
Then go on hiatus for a bit to get the people to crave and they spread it to more people who they find to be a possible reader.
Make sure that you pander to a pre-existing and large community.

Good writing is more important than good art. If you want to be good at writing, study stories, all kinds of stories, study what you like and what you don't like, analyze what worked, what didn't, and WHY, and try to think outside the box. People connect most with good characters, who have depth and are believable.
Also, put yourself out there on the web. Maintain a presence on social media, post sketches or whatever you want on twitter, tumblr, whatever, don't just stay stuck in your little corner of the web. Don't force your presence elsewhere though, only do it because you want to.
So, write well and people will read your story. Write REALLY well and connect with a lot of people, and network, and you could potentially have a OPM situation on your hands. Don't get stuck thinking too hard about it, just go out and DO it. You'll improve as you go.

Murata actually wound up quitting his job at Shonen Jump since the editors didn't want him working on One Punch Man. He got Young Jump to take a chance on the redrawn version and it took off.
