Personally I want to see them go with the science/monster villains that get no love, like Clayface and Man-Bat and Croc. You can tie Man-Bat and Croc's origin together. Clayface can be easy to do because he can technically be anyone.
Also I want an Under the Red Hood adaption. It's a good compacted story and after Nolan-verse refused to give us a Robin, it'd be a nice change of pace.

Think about it, it could be about Nightwing returning to Gotham after many years of fighting crime in Bludhaven to help Bruce defeat Red Hood. Two former Robins up against eachother.
As for who I want for Batman's solo film, excluding Joker, I really want to see the Riddler. I'd want the plot to be about Riddler creating a massive database of thousands of people's personal information and plans to sell it on the black market. He sends cryptic clues to the police, and only Batman can decipher it. Make it happen Warner Bros.

Probably the next live action Batman movie, Deathstroke has been getting more and more popular in the last few years, having Jim featured in a film pulls at a handful of diffrent fanbase (teen Titans cartoon, comic fans, Arkham Knight, CWVerse). If it's not Joker, then I'd say it's a good bet that it will be Slade.
