Well, it's her weapon, not her Semblance - but the point still stands, Velvet is her team's mage. She's been bullied, she's been an outcast, Weiss even went to doubles so I could see her thinking CFVY didn't think Velvet was strong enough to go on. But Velvet of all people stands out front and draws on the strength of others to win. That's still something that resonates with Weiss, gives her the resolve to actually pull off a partial Summoning.
