I'm an Anarchist so I've always read him as sort of someone who doesn't place faith in any particular political ideology but has a strong sense of right and wrong.

As for eneacting those things I think he's say its not about how is the government going to do the right thing and take care of its people. Its
"how Am I going to do the right thing and take care of my fellow country men?"

I think for Cap responsibility begins and ends with what you are capable of doing yourself.

And that a good government and the american dream should start with that and it will inevitably sort itself out.

Its always seemed strange ot me blue collar conservatives aren't more invested in "socialist ideas" because these are people with an incredibly strong sense of communal idenity.

Actually, he doesn't serve the American military. He no longer answers to the American government, and will, if the government tries to sic the military on him, fight them (though he would definitely hate it). Hell, in the '70s, he even uncovered a conspiracy that led all the way up to the President (an obvious stand-in for Nixon).

But, as he is an Irish-Catholic art student from 1930's Brooklyn who personally benefited from the New Deal, wholeheartedly embraced having a black man as his equal, and who routinely stands up for the rights of minorities and the oppressed (see one story from the '80s, where he supports his gay friend Arnie and saves him from the Red Skull trying to brainwash him into being an assassin; and a story from not long after 9/11, where he stops some teenagers from attacking a Muslim man), yeah, he's definitely on the left wing.

Facist Italy had some state paid health care programs, but it was for fascist party members, and basically amounted to corrupt officials ripping off the taxpayers. It wasn't any sort of welfare program where the poorest and neediest got healthcare.
