Hard to say, really. We have so little data on Owen, but what we do have shows that he wasn't the softest guy but still honestly cared about his family. Some people are like that. Good people who can't help but come off like an asshole.

There's very little in the way of walker progress for the Empire to even pick from, though. AT-TE in PT changed to AT-AT after some prototypes. Singular one-person walkers go from the ones in ROTS, to the ones in Rebels to the AT-STs.
You have to think of it from the in-universe side as well, not just the "it's lazy for real life reasons" side.
