It's not a coincidence that DKIII finally came out when Didio/Lee went to Miller a couple years ago, that they're hyping up Miller despite him having barely anything to do with it, that they're considering other Miller projects (ASBAR sequel, DKIV, and Carrie spin off), and that Harley suddenly has two new books.
DC's sales are the lowest in like five years, and while they're not pre-52 levelsyet, they need to keep them up before the movies come out and they get more attention.

Deadpool went from a one-note rip off of Deathstroke to a complex and deeply conflicted character under Joe Kelly. Since then, writers such as Gail Simone, Frank Nicieza, Rick Remender and Gerry Duggan have gone a long way to making him one of Marvel's most emotionally complex and well-developed character, even managing to salvage him from years of Waypool, which I assume is the Deadpool you're "familiar" with.
Harley, on the other hand, was written well by one person, written pretty okay by another and subsequently written like shit by every one else in all her appearances since.

Because comic sales are almost entirely determined by how it succeeds in other mediums now. Harley is successful because every other part of the media she's appeared has been fairly popular, as well as Batman.
