Flanderization, same with all the other characters in the show. Early in the series he was the foil to Peter's wild antics, but certain traits got exaggerated to the point where his whole character is reduced to the words "hypocritical liberal douche".
Peter used to be an oafish Irish father until now he's a literal retard whose only use is to segue into cutaway gags
Quagmire used to be the slick talking ladies man until he became the sex addicted deviant.
Chris used to be the slow, confused pubescent boy until he was reduced to an equally retarded chronic masturbator.
The only character that was decently rounded out was Cleveland (part of why they thought giving him a show was a good idea) and to a lesser extend Lois and Stewie.

At least Joe, Cleveland, Stewie, and Lois have more to them than "The cop", "The black guy", "Baby einstein", and "The housewife", which is better than can be said at the beginning of the series. His friends are fucking idiots, his dad is a transgender weirdo, he lives alone and has an empty existence. It's also shown in one episode his mom is trailer trash, and as Joe points out in another, his sister is too.
I'd say that it was a pretty natural evolution for the character, because as far as all the negative enduring plot elements concerning him, he's the only one who hasn't been given any firm redemption. Joe has a redemption episode with him and Bonnie, Cleveland gets a new family after Loretta cheats on him, and even Meg is shown some compassion in a few episodes.
But who shoulders the weight of the world of Family Guy? Who is one of the few characters capable of breaking the 4th wall consistently, demonstrating his painful self-awareness of the warped and amoral universe that is Family Guy?
Who else but Quagmire?
No but really it's probably because Seth has had very little to do with the writing, and does fuck all except provide voices, and the writers took him in a different direction. He really is like the 2nd or 3rd most shrewd character in the show, though, so it's natural he's a bit fucking cynical.
