Well honestly, despite being known as the superhero with the best stories, I'd say most of Batman's "greatest hits" kind of ride the coattails of their protagonist more than they actually achieve praise on their own merits.
Regardless, TDKR is one of the best comics (not just Batman comics) ever. Even with what it did to the character/industry, it's still a great example of comics storytelling.

Moore dislikes it for being the exact type of story he hated bringing in: needlessly dark while carrying little to no true depth/thematic exploration. It's got rape for the sake of rape, a bunch of terrible things happen to Gordon for the sake of terrible things happening to Gordon, and the scant amount of meaningful writing--the analysis of the relationship between Batman and Joker--lasts for about 2 pages (and does not cover any new ground, merely repeating previous ideas in Moore's own voice).
