The other CG's have gem constructs, like Garnet's gauntlets. Peridot originally had artificial limbs that acted similarly (that have been long since destroyed) so is she not capable of making her own constructs, or is it possible she just doesn't know how like Steven in the first season?

Look at garnet. Her own weapon is a larger version of a Ruby's fists. So Sapphire doesn't seem to have a personal weapon either.

I don't think it's so much storage, it might be just like the gem projects the construct of their body they need to 'produce' the construct of their weapon independent to their own shape-shifting ability. There's also an argument to be had about their weapon being preset as supposed to chosen as Pearl uses a spear but has the biggest boner for swords so that might mean even gems not built for combat always have their own weapon to call upon

I believe that creating weapons is something that some Gems can do naturally and other Gems can learn to do.
In the first episode, when Steven was asking how the other Crystal Gems summoned their weapons, Amethyst said it just came naturally to her, while Garnet and Pearl gave complicated and cryptic explanations which involved deep focus the forces of the universe. Steven himself can also summon his shield without thinking, based on his emotional state.
Now, this is fitting to their personalities, but it's also notable that both Amethyst and Steven are Quartz-type Gems, who are a special elite warrior caste. It makes sense that they would naturally be able to create weapons much like all Gems can instinctively create bodies and clothing.
By contrast, Pearl was designed as a decorative slave who learned to be an effective warrior through sheer determination; it's plausible that she originally couldn't summon a weapon – and, in Garnet's origin flashback, she instead used physical swords – but could learn to create her spear as a variant of the standard Gem ability to create hard-light constructs.
As for Garnet, her situation is not entirely clear. Ruby is a warrior-class gem, so it would make sense for her to have a natural weapon, but she gave a confusing forces-of-the-universe explanation that's more like Pearl's than Amethyst's; it could be that Rubies can't do that normally because they're cheap cannon fodder, or it could be something else. In any case, it's also notable that Garnet's weapon is a variant of Ruby's, unlike the other fusion gems who summon their components' weapons before combining them into something unique; it's possible that Sapphire (a seer, not a warrior) has no weapon of her own, since she spends all her time as Garnet and wouldn't need to learn.

The Homeworld Gems that we've seen also fit in with this. Jasper, another Quartz warrior-caste Gem, can summon a helmet easily. Peridot, a low-ranking technician, relies entirely on machines and gadgets to fight and has no powers without her limb enhancers. Lapis Lazuli is hard to classify, since we don't know what her purpose is; we do know, however, that she can control water on a planetary scale, and she seems to summon her water wings without using the surrounding water, so that might be a "backup" ability for when there's no water around.
In conclusion, the evidence seems to support that weapon summoning is a learnable skill for Gems, as a variant of their natural ability to create solid-seeming hard light constructs. Gems built for fighting are able to do so naturally, because it's a part of their assigned role, while other Gems cannot. The Crystal Gems, however, have a strong ideological focus on breaking out of Homeworld's strict class system, so they would likely help each other learn how to summon their own weapons, which would greatly increase their effective combat power and go a long way towards explaining how they were able to defeat what is likely a numerically superior foe.

Gem weapons, in this context, refers to the solid light constructs that some Gems can materialize from their gemstones, similar to how they create their clothes and bodies. You can't really say, for example, that Sapphire's weapon is future vision; it's something she uses in battle, yes, but she doesn't materialize solid future vision using light from her gemstone. Same with Lapis Lazuli and her water control powers, or Peridot's limb enhancers; they're "weapons" used by Gems, but they're not "Gem weapons".

There are two things I'm guessing at;
Summoning a weapon has more to do with the caste system perhaps. Everyone could do it, but rules say no. Jasper's a warrior, she's allowed to pull a helmet out of her face. Peridot's not a warrior, therefore she was either not allowed to try, or aware she even could try.
Otherwise I'm guessing gem construct weapons might've been something that came about from the war. Pearl and Rose both used non construct weapons in their attack on the Sky Arena. And this sort of supports the idea >>79079676 said about Jasper.
And even then, that might've become factored into the caste system after the fact.
