Theoretically possible, but Gotham has the most character as a fictional city of any of those choices. Even the casual reader/movie watcher sort of 'gets' what Gotham is about without having read every issue of Superman, or the Flash, or what have you.
Metropolis, the next runner up by comparison, is so intransiant and changing from movie to movie, or comic issue to issue, I don't think it'd have the Character, as a city, to be able to really support it.
